My research interests focus on public budgeting and financial management, capital budgeting and finance, and education policy and finance. I am interested in examining the design of state aid programs and its impact on capital investment, capital budgeting and financing practices in state and local governments, and fiscal disparities among local jurisdictions. My research work has appeared in Public Budgeting and Finance and other places.

I was an Assistant Professor at East Carolina University before joining the USC faculty. I stayed as an Asia Fellow at the Mossavar-Rahmani Center for Business & Government, the Kennedy School of Government, Harvard University in 2008. I received my MPA from the University of Georgia in 2002 and my Ph.D. in Public Administration from the Maxwell School of Syracuse University in 2006. Before coming to the U.S. for my graduate studies, I worked for China National School of Administration on civil servant training projects in collaboration with some major international organizations and training institutions. I was also a study fellow at the School of Public Policy, the University of Birmingham, U.K.
